The subtext is not just “balance,” but management: the state will calibrate power responsibly, so citizens need not worry about where new authorities end up. Boswell’s intent is coalition maintenance - keep law enforcement reassured, keep civil libertarians pacified, keep the middle comfortable - by treating structural questions about oversight, mission creep, and abuse as solvable through “reforms,” not politics.
