The intent is less about any single liar than about the social machinery that produces disbelief. Mencken is saying: our judgments of truth aren’t neutral readings of evidence; they’re projections of our own likely behavior under pressure. If you know you’d fudge the facts to save face, keep power, avoid punishment, or protect your tribe, then you will assume everyone else is running the same software. Cynicism, in his view, isn’t wisdom. It’s self-knowledge with the lights turned off.

The subtext is corrosive: trust collapses not only because people lie, but because people expect lies as a rational response to incentives. Mencken wrote in an America swollen with boosterism, political cant, and newspaper spectacle, where public virtue was often a costume and private interest the body underneath. In that environment, disbelief becomes a kind of emotional insurance policy: if you never grant sincerity, you can’t be played.

What makes the sentence work is its tight, almost legal phrasing. “Hard to believe” sounds modest, reasonable. Then comes the trap: “when you know.” Mencken doesn’t ask if you would lie; he presumes you already recognize the circumstances that would make you do it. The punchline isn’t that people lie. It’s that we’ve built a culture where we can predict it in ourselves.
