It suggests cruelty isn’t just a villain’s pastime; it can be the end product of good intentions left unchecked, especially when kindness is performed at scale - institutions, empires, “for your own good” civilizations. Herbert isn’t warning against empathy. He’s warning against the seduction of being the one who dispenses it.
