The line’s real muscle is in its pivot from prediction to agency. “What will happen” belongs to fate, markets, and political inertia. “Make the right things happen” belongs to organized people, institutions, and policy. Mann was writing in an America being rapidly remade by industrialization, immigration, and widening class divides. As the great common school advocate, he understood that the future would be shaped either by deliberate public investment or by the default settings of inequality. “Wait and see” was, in practice, a vote for the status quo.
There’s also a strategic ambiguity in “the right things.” Mann doesn’t itemize reforms; he courts a broad coalition by invoking a shared moral vocabulary, then smuggling in a demand for action. It’s rhetoric designed for committees, legislatures, and school boards: collective pronouns (“let us,” “give us”) that flatter the audience into membership while pressuring them to earn it. The subtext is bracing: if you can make outcomes, you can also be blamed for not making them.
