The phrasing is tellingly instrumental. “Material” reduces lived experience to usable inputs. “Agitation” isn’t an insult here but a method: the purposeful stirring that turns scattered grievances into a narrative. And “general views” suggests the risk Radek is managing: ideology is abstract by design. Context matters. Radek was a Bolshevik operator and propagandist shaped by an era when Europe’s upheavals made political extremity legible: World War I, revolution, counterrevolution, economic shocks. In that world, “comprehensible to the masses” isn’t paternalistic so much as strategic. It implies that the masses aren’t naturally awaiting enlightenment; they’re busy surviving. Politics becomes effective when it can peg doctrine to what people already know in their bodies: hunger, fear, exhaustion, anger. The subtext is bracing: movements don’t win by being right, but by being readable.
