Her line redraws the boundary: love is "earned" by "moral qualities", and the "price" is paid for "virtues", not need.
Context matters: this is the Rand of The Virtue of Selfishness and Atlas Shrugged, when she was building an ethic where self-interest is not shameful but principled. The rhetoric works because it flatters the reader’s autonomy while sanitizing appetite into ethics. It makes desire sound like justice.
