The phrasing is doing heavy lifting. “Creature of circumstances” makes determinism sound like a kind of domestication; you’re not merely constrained, you’re owned. Then he reverses it with a neat rhetorical judo move: circumstances become the dependent, men the maker. “Free agents” borrows the language of law and commerce, implying responsibility and choice rather than romantic self-expression. The closer - “more powerful than matter” - is an almost metaphysical flex, a claim that ideas, ambition, and political organization can outmuscle the supposedly fixed world of resources, class, and geography.
The subtext is Disraeli’s own biography and the political moment: an outsider by background who rose to lead an empire managing industrial upheaval, reform pressures, and global competition. Telling people they can shape events is also telling them to follow leaders who promise to do exactly that. It’s empowerment with a catch: if “men” make circumstances, then the question becomes which men get to do the making - and who gets made into the circumstance.
