It's a politician's sentence in the purest sense: flexible enough to be quoted in competing speeches.
The subtext is less neutral. Rights, in liberal democracies, are supposed to constrain how society can assign roles in the first place. If your "role" is chosen for you by custom, pressure, or policy, equal rights start to look like equal paperwork for unequal lives.
