About this Quote
The intent is managerial and moral at once. Hewlett is arguing against the fear-based, command-and-control model that treats labor as a problem to be contained. Swap out “proper environment” and you get the real thesis: incentives, tools, clarity, trust, and decent working conditions beat surveillance and scolding. It’s a bid to shift blame upward. If performance is bad, don’t start by diagnosing character; audit the environment you’ve built.
The subtext, though, is where it gets interesting. “Provided” is a paternal verb. Employees are granted the conditions for excellence by someone else, someone presumed wise enough to engineer culture. That’s enlightened, but also controlling: the company becomes the architect of motivation, the curator of purpose. In the HP context, it echoes the “HP Way” idealism of mid-century corporate America, when firms sold themselves as humane institutions. Read today, it doubles as a warning: when leaders invoke “environment,” they’re either taking responsibility, or gently reminding you who owns the room.
