Johnson’s jab taps that disappointment and turns it into a moral: if government can’t deliver on the simplest pitch, it shouldn’t be trusted with larger ones.

It’s also a deliberately lowbrow metaphor designed to travel: late-night friendly, headline-sized, instantly repeatable. Policy as punchline, distrust as branding.
