The line’s force comes from that tension between agency and overwhelm. In a world of “torrent,” even basic orientation starts to resemble control, and that’s both empowering and faintly pathetic.

Gitlin, writing out of the late-20th-century critique of mass media and its role in politics and culture, is allergic to the fantasy that more information automatically equals more freedom. “Media torrent” isn’t just volume; it’s velocity, churn, the way headlines, images, and takes pile up faster than interpretation can stabilize. The torrent produces a kind of learned helplessness: if everything is urgent, nothing is actionable. Against that, “navigation” names the small, everyday techniques we use to keep from drowning - filtering, curating, skimming, choosing sources, building routines. Those acts can feel like sovereignty.

But Gitlin’s qualifier, “limited sort,” is the tell. He’s warning that navigation is not transformation. Managing the feed isn’t the same as changing the institutions that generate the flood or the incentives that keep it raging. The subtext is a critique of “media literacy” as a sufficient politics: yes, learn to read the stream, but don’t mistake coping skills for power. Navigation may preserve your sanity; it doesn’t automatically grant you leverage.
