In that environment, “faithfulness and truth” aren’t abstract ideals; they’re the preconditions for any functioning agreement, any credible oath, any stable institution. He’s describing what the Republic is hemorrhaging. Calling these qualities “sacred excellences” borrows the aura of religion to pressure an elite audience that understood piety as public performance. If the gods matter, then fidelity must matter, because without it contracts, marriages, military command, and senatorial deliberation all become theater.
Rhetorically, Cicero’s genius is how he upgrades an everyday concept - keeping faith - into a sort of mental endowment, “of the human mind.” It flatters the listener into compliance: to be rational, to be fully human, is to be faithful and truthful. That’s also a warning. When fidelity collapses, it isn’t merely bad behavior; it’s a form of civic devolution, a sign that a society is losing the capacity to hold itself together.
