Subtextually, the sentence is a rebuke to the moral entrepreneurs of his era - the sort of respectable figure who can justify anything so long as it wears the right ethical costume. Bagehot, a clear-eyed observer of institutions and the people who run them, understood how easily “virtue” becomes a credential rather than a practice. The most dangerous prig isn’t the obvious hypocrite; it’s the sincere one with limited imagination, because sincerity supplies confidence and the narrowness supplies aggression.
