"Now the idea about taking people abroad is that if they come over to Cyprus, which we have in mind, and bring their families and would have the possibility to defect after they would be ready to speak their mind, well, I hope so"
About this Quote
The subtext is classic Cold War-era statecraft: testimony is most valuable when it’s voluntary enough to be credible, yet engineered enough to be obtainable. “Bring their families” is doing heavy lifting. It reads as compassion, but it also solves a practical problem: defections are fragile when loved ones are hostages to the regime you’re leaving. Relocate the family, and you lower the cost of honesty. Cyprus, geographically close and politically useful, functions as both sanctuary and staging area - safe enough to claim moral high ground, proximate enough to keep the operation tidy.
What makes the quote work, and also betray itself, is the clumsy transparency of bureaucratic speech under moral pressure. “Would have the possibility to defect” frames defections as an option on a menu, not a life-altering rupture. “After they would be ready to speak their mind” implies a maturation process, but also a waiting game: we’ll keep you until you produce the candor we’re after. The trailing “well I hope so” is the tell. It’s a nervous, human tag on a plan that can’t admit its own coercive architecture without losing legitimacy.
