The line is built on a pivot - "On the other hand" - the rhetorical move of someone countering an official narrative of urgency and vigilance with a quieter, more damning reality she claims to have witnessed from inside. It is bureaucratic language sharpened into an indictment.

The repetition - "several, several" - reads less like polished messaging than someone insisting on quantity because she expects to be doubted. She foregrounds her proximity ("I have seen") and then narrows the claim with loaded specificity: "top targets", "investigations", "terrorist activities". Those phrases borrow the government's own vocabulary, turning it against the government. If these were truly priority suspects, why were they "allowed to leave"?

The timing clause does the real work. Edmonds doesn't say people slipped out in the immediate post-9/11 fog. She stresses "months after 9/11", erasing the excuse of confusion and replacing it with the specter of intent: interference, protection, or political convenience. The subtext is institutional complicity, or at minimum a hierarchy of interests in which enforcement takes a back seat to diplomacy, intelligence deals, or internal dysfunction no one wants examined.

As a public servant and whistleblower figure, Edmonds also signals the personal cost of speaking: she positions herself as an eyewitness challenging a sealed, security-state story. The quote's power is its plainness - it sounds like testimony, not theater - which is exactly why it lands like a warning.
