Brown, himself targeted by law enforcement and later known as Jamil Al-Amin, is speaking from inside the machinery of repression - not theorizing it from a safe distance. The subtext is that "progress" is often measured in abstractions (votes, representation, reforms) while the real ledger is counted in bodies, incarcerations, assassinations, exiles, and silenced voices.

The line works because it refuses the luxury of amnesia. It turns optimism into a question: if things are getting better, why is the seat still vacant?
