About this Quote
The joke is doing philosophical work. By reducing a supposedly universal yelp to “an English word,” Quine ridicules the idea that there are private, culture-free meanings sitting inside us, waiting to be translated into language. The foreigner test is a miniature thought experiment: if pain were the kind of thing that directly dictated its own expression, we’d all vocalize it the same way. We don’t. We’re trained into a script of complaint, and the script varies.
Context matters: Quine spent his career attacking the dream that meanings are stable atoms and that translation can be perfectly “correct.” He argued that evidence underdetermines theory; multiple interpretations can fit the same behavior. Here, even a grimace plus a cry doesn’t uniquely reveal an inner essence. The subtext is bracing: if “ouch” isn’t pure, then neither are our most confident philosophical starting points. What looks like raw experience is already cultural choreography, and philosophy can’t skip the messy fact of how we were taught to speak, even when we hurt.
