The phrasing does quiet rhetorical work. “Built on” is architectural language, implying permanence and stability, as if loyalty can be engineered. Then he splits “people” into two categories: “those who work for us” and “those we do business with.” Workers and partners are placed on the same moral plane, yet not the same power plane.
