Bryce is trying to pry patriotism away from its most convenient abuse: the claim that loyalty to the nation cancels every other moral obligation. As a diplomat who lived inside the machinery of state, he knows how easily “national interest” becomes a blank check. The sentence is built to block that move. “Not the only thing” sounds mild, almost commonsensical, but it’s a wedge. Once allegiance is plural, the nation loses its monopoly on conscience.

The phrasing matters. Bryce doesn’t say we may owe something to justice and humanity; he says allegiance is “also owed” to them. That word choice elevates justice and humanity from private virtues to public obligations on par with the flag. It’s a quiet rebuke to the idea that ethics are optional when geopolitics gets tense. The subtext: a state can demand sacrifice, but it can’t demand moral amnesia.

Contextually, Bryce writes and speaks in a period when empire and nationalism are not abstract forces but governing assumptions. Late 19th- and early 20th-century diplomacy is a world of spheres of influence, colonial “civilizing missions,” and the kind of realpolitik that treats suffering as collateral. His line reads like an early argument for what we’d now call international norms: human rights before they had the branding, law before it had enforcement.

The elegance is in the hierarchy he implies without stating: a country deserves allegiance only insofar as it aligns with justice and humanity. Patriotism, in Bryce’s frame, isn’t obedience. It’s conditional loyalty tethered to a moral standard bigger than the state.
