The sting is in “most frequently.” He’s not making an exception-proof claim; he’s pointing to a pattern in civic life where moral language becomes camouflage.

The intent is diagnostic and accusatory. Juvenal writes in an empire skilled at pageantry: patrons perform generosity, officials perform piety, elites perform restraint, all while the machinery of status and exploitation hums along. In that world, “virtue” is less an inner state than a public credential. Calling it disguised vice attacks reputation as a medium: if honor is awarded for appearances, people will learn to launder their vices through admirable labels. Ambition becomes “service.” Cruelty becomes “discipline.” Greed becomes “prudence.” Even asceticism can be vanity with better branding.

The subtext is darker than simple hypocrisy. Juvenal implies that vice doesn’t merely imitate virtue; it feeds on virtue’s prestige. The moral vocabulary of a culture becomes a resource to be mined, and the higher the stated ideals, the more profitable the disguise. It’s also a warning to the audience: don’t be seduced by the performance of goodness, especially when it arrives with applause, sponsorship, or power. Juvenal’s cynicism isn’t nihilism; it’s a demand for sharper moral eyesight.
