Orwell’s line is a moral splinter: small enough to slip into the mind, sharp enough to stay there. It punctures the cozy fantasy that safety is a natural condition rather than a manufactured one. The phrase “sleep peaceably” conjures domestic innocence, a scene so soft it almost feels apolitical. Then Orwell snaps the image in half with “rough men” and “violence,” forcing the reader to recognize the hidden machinery behind ordinary comfort.

The intent isn’t chest-thumping militarism so much as exposure. Orwell, who distrusted slogans and watched ideologies launder brutality into righteousness, frames security as a transaction the protected prefer not to acknowledge. “On their behalf” is the trapdoor: even if you’ve never lifted a weapon, you’re implicated in the system that does. The sentence refuses both sentimental pacifism (violence is always someone else’s problem) and sentimental nationalism (violence is automatically noble). It’s accusatory in two directions: toward civilians who outsource dirty work while claiming clean hands, and toward institutions that depend on that willful ignorance to keep operating.

Context matters. Orwell wrote in the shadow of world war and totalitarian propaganda, when “peace” was often a curated story told over rubble. His genius here is rhetorical compression: no policy argument, no flag-waving, just a blunt equation. Comfort is political. And politics, at the extreme edge, is coercion with better branding.
