The line turns on a deliberately unsettling premise - that “tranquillity,” usually sold as the end-goal of politics and progress, is artistically sterile. “Seldom” is doing quiet work here. He’s not romanticizing misery outright; he’s implying a pattern he thinks history keeps proving, with just enough wiggle room to sound like diagnosis rather than provocation.

The real barb sits in “prolific.” Santayana isn’t denying that good work can happen in calm; he’s arguing that the kind of abundant, era-defining output we later call a renaissance tends to require pressure: social conflict, intellectual disruption, moral panic, technological rupture. “Mankind has to be stirred up” reads like a chef’s instruction as much as a political theory. Creativity becomes not an inner flame but a response to heat applied from outside. There’s cynicism in that, and also a grim practicality: people rarely question inherited habits when life is smooth enough to make those habits feel like truth.

Context matters. Santayana lived through the long shadow of European imperial confidence, the First World War, and the disillusionments that followed - decades that made “tranquillity” look less like a stable baseline and more like a brief intermission. His broader work treats culture as something that hardens into convention until reality breaks it. The subtext: if you want new art, new ideas, new ethics, you won’t get them by begging for calm. You get them when calm becomes impossible.
