Hardy draws a hard line between what you are and what you can learn, and it’s a line aimed straight at the Victorian faith in polish. “Emotion” arrives “by nature”: involuntary, bodily, inconvenient. It’s the raw weather system Hardy’s novels are famous for - desire, grief, resentment, endurance - the stuff that happens to people despite their plans. But he refuses the romantic fantasy that sincerity is enough. Without “measure,” emotion is just noise, diary spill, self-regard. Poetry, for him, is the moment feeling submits to form and, in submitting, becomes legible to someone else.

The choice of “measure” matters. It’s not “style” or “voice,” airy terms that flatter the ego. Measure is counting, discipline, the metrical equivalent of a fence built against the flood. Hardy’s subtext is quietly democratizing and quietly stern: you may not be able to manufacture the genuine ache that drives art, but you can earn the craft that prevents that ache from turning into melodrama. The “must” in both clauses is doing rhetorical heavy lifting - emotion must be natural; measure can be learned - granting permission to study without pretending you can workshop a soul.

Context sharpens the edge. Hardy came to poetry after a towering career in fiction, and after public moral backlash to his novels. In that light, “measure” also reads as self-protection: a way to transmute scandalous, private feeling into a public object with rules. Art, he suggests, is not emotion’s opposite; it’s emotion’s adult supervision.
