The “empty basket” metaphor does a lot of quiet work. A basket suggests gathering, foraging, keeping. It’s ordinary, hand-held, useful. Not a trophy case. Oliver’s basket starts empty, which undercuts the myth of innate genius arriving pre-packed. If the basket stays empty, that’s on you. Subtext: this is also a rebuke to the workshop-industrial complex where poems can become exercises detached from a life. The intent is bracingly democratic and demanding at once: anyone can carry the basket, but you have to bring your life to it, fully, and accept that the raw material is messy, inconsistent, sometimes painfully mundane. That’s not a limitation. That’s the only honest supply chain poetry has.
