"Progress imposes not only new possibilities for the future but new restrictions"
About this Quote
The intent is to puncture the naive, mid-century faith that technology automatically widens human freedom. Wiener watched computing, automation, and communications shift from clever tools into infrastructural forces. As soon as a society reorganizes itself around new machines, “choice” starts to narrow. You can opt out of email, but you can’t opt out of email-shaped workplaces. You can reject surveillance tech personally, but you still live inside institutions that have rewritten their procedures around it.
The subtext is almost ecological: progress changes the environment, and once the environment changes, old behaviors become expensive, impractical, even illegal. Possibilities expand at the frontier (what we can do), while restrictions harden in the interior (what we must do to stay legible to the system). That’s cybernetics thinking applied to culture: increased control capacity yields increased control demands.
Context matters. Wiener wrote in the shadow of World War II, when technical “progress” had proven it could scale destruction and administration alike. His line anticipates the modern bargain: convenience in exchange for compliance, efficiency in exchange for autonomy. It works because it refuses sentimentality and treats progress as a trade, not a triumph.
