That word “small” is the pivot: it punctures the aura of inevitability that keeps people compliant.

The metaphor is bluntly parasitic - “blood they suck from you” - but the sharper accusation comes after it. The oppressors’ strength is not just stolen; it’s loaned. “Your arms which you lend them unwillingly” captures the dirty secret of coercive regimes: they run on participation, even when that participation is forced, fragmented, or disguised as normal life. The line makes complicity a structural fact rather than a moral failing. You can be unwilling and still be useful to power; that’s what makes the situation so corrosive.

Context matters. Buchner wrote in a Germany of petty principalities, censorship, and crackdowns, and he died at 23 after political agitation and incendiary writing aimed at stirring the poor and working classes. The rhetoric is theatrical because it’s meant to be spoken into a crowd, to convert diffuse misery into a specific political insight: the rulers are few, and their force is recycled from the ruled.
