In that context, the river is more than a metaphor; it’s Hugo’s theory of history as momentum - not smooth, not moral, but stubbornly forward-moving.
The subtext is also a jab at reaction’s psychology. Reaction defines itself by opposition, not invention. It is always downstream in imagination, upstream in posture. Hugo implies that reaction’s real function is not to stop change but to dramatize it, to prove the current exists by fighting it. The boat is visible; the river is indifferent.
There’s a strategic optimism here, too, sharpened by realism. Hugo doesn’t pretend progress is painless or guaranteed; he suggests only that the larger forces - demographic, economic, ideological - keep moving. Reaction can slow a moment, even bruise it, but it can’t rewrite the direction of flow.
