The line works because it flatters neither side. “Fools” aren’t immoral; they’re incurious. They treat rules as a substitute for attention, a way to outsource responsibility. “Wise men” don’t break rules for sport; they use them as instruments. Guidance implies a map, not a cage: you follow the lines until the terrain proves the map incomplete. In military context, that’s not rebelliousness, it’s survival. Doctrine is built for the average case; war is built out of exceptions.
The subtext is also pointedly anti-bureaucratic. Modern institutions love rules because rules scale; judgment doesn’t. Bader’s aphorism defends a kind of elite discretion, the permission (earned through competence) to interpret intent rather than recite procedure. Coming from a soldier, it’s a reminder that discipline isn’t mindlessness. The best operators are loyal to outcomes: mission, people, reality. The worst are loyal to paperwork.
