Gell-Mann is politely detonating one of 20th-century physics' most comfortable crutches: the idea that quantum mechanics can outsource its weirdness to an external "observer" sitting safely outside the system. The Copenhagen interpretation works, in practice, because it smuggles in a cut between the quantum world and the classical apparatus that measures it. For lab-scale problems, that ambiguity is a feature: you calculate what you can, you don’t ask metaphysical questions, you go home. But "the whole universe" is a trapdoor under that convenience. If the universe is the system, there is no outside observer to do the collapsing, no privileged measuring device to launder indeterminacy into definite outcomes.

The phrase "plenty of individuality and history" is doing more work than it seems. It signals a shift from timeless, idealized experiments to the messy, contingent cosmos: cosmology, evolution, complexity, irreversibility. Gell-Mann, who helped found the decoherent (or consistent) histories approach, is pointing toward a quantum framework that can describe branching sequences of events without invoking a mystical moment of measurement. "History" here is almost political: physics has to account for narrative, not just snapshots; for how classical reality emerges over time from quantum possibilities.

The intent is pragmatic but radical: keep quantum theory's predictive muscle while making it fit for an era when the biggest experiment is the universe itself. Copenhagen isn't being mocked as wrong; it's being called provincial.
