A promise of pure technocratic salvation, delivered with the moral swagger of a regime announcing it has finally outgrown the messiness of politics. Ulbricht frames East Germany's project as a historic rupture: "for the first time" the nation is "guided by a plan" that "considers only the needs of the people". The line is engineered to do two things at once. It flatters ordinary citizens as the sole legitimate constituency, and it smuggles in the claim that anyone who disagrees is, by definition, opposing "the people."

The rhetoric is deceptively modest. A "plan" sounds neutral, almost managerial, like a repair manual for a battered country. In the early Cold War, with Germany physically destroyed and morally discredited, that managerial tone is the point. Central planning is sold not as ideology but as necessity: prosperity, reconstruction, stability. The subtext is an indictment of the prewar order and of West Germany's emerging market democracy: both, Ulbricht implies, served interests other than the public good.

But the phrase "only the needs of the people" is where the power grab hides. "Only" forecloses pluralism; it dissolves class, region, and dissent into a single, state-defined interest. In practice, the plan isn't merely economic policy but a claim to total authority: the party becomes the instrument that interprets what the people need, and the plan becomes the alibi for coercion when reality doesn't cooperate. It's reconstruction as legitimacy, prosperity as proof, and history itself recast as a ledger in which the new state always pays its debts.
