That appeals to a taxpayer mindset and to an era increasingly shaped by dashboards, benchmarks, and “customer satisfaction.” It also nudges public institutions toward what tech measures easily, not necessarily what communities need most.

Context matters because this promise usually rides alongside tax-cut politics and skepticism about bureaucracy. Tech becomes the politically acceptable way to claim improvement without expanding government’s footprint: efficiency as ideology, packaged as progress.
