Writing in the long hangover of England’s civil wars and the Restoration, he’s trying to make one idea feel obvious: durable government isn’t a purity test. It’s a machine built from competing parts, and the parts matter less as symbols than as checks.

The phrasing is strategic. “Best Governments” isn’t a moral compliment; it’s a performance metric. “Have bin composed” (that plain, almost accountant’s diction) treats constitutions as engineered composites, not sacred inheritances. Monarchy brings unity and decisiveness, aristocracy supplies experience and institutional ballast, democracy provides consent and correction. Sydney’s real target is the claim that sovereignty must be singular - lodged entirely in a king by divine right, or, on the other flank, entirely in “the people” in a way that can slide into mob rule. Mixed government becomes a political technology for preventing any one interest from claiming it is the nation.

The subtext is self-protection and insurgency at once. Sydney wants reformers to sound moderate while advancing a radical premise: power is legitimate only when it is limited, answerable, and structurally distrusted. In the 1670s and early 1680s, when arguments about succession and Catholic monarchy sharpened into paranoia and repression, praising “Monarchy” could be camouflage for arguing that kingship must be domesticated by law and countervailing estates.

Coming from a politician who would be executed for alleged treason, the sentence also carries the weight of lived stakes: balance isn’t decorum; it’s survival.
