The phrasing is strategic. “Best Governments” isn’t a moral compliment; it’s a performance metric. “Have bin composed” (that plain, almost accountant’s diction) treats constitutions as engineered composites, not sacred inheritances. Monarchy brings unity and decisiveness, aristocracy supplies experience and institutional ballast, democracy provides consent and correction. Sydney’s real target is the claim that sovereignty must be singular - lodged entirely in a king by divine right, or, on the other flank, entirely in “the people” in a way that can slide into mob rule.
