The intent is quietly polemical. Mid-Victorian Britain was saturated with grand narratives of progress, empire, and constitutional destiny, and Bagehot - a journalist-intellectual with a banker’s appetite for systems - knows that historical storytelling always smuggles a theory of causation. “Selected causes” signals choice, taste, and ideology. The historian’s spotlight tends to fall on what a culture already considers “best and greatest”: monarchs, ministers, wars, laws, crises. The subtext is a warning about prestige bias: what gets lit isn’t necessarily what mattered most, just what is easiest to dramatize and dignify.
Yet Bagehot isn’t merely accusing historians of distortion; he’s explaining why their distortion can be productive. A fully lit past would be unbearable in its noise. To make meaning, history has to simplify, to compose, to sacrifice the minor and the mundane. His metaphor also doubles as a moral challenge: if “best” history is a kind of art, then we should judge it like art - by its choices, its angles, its omissions - and ask whose lives and causes keep getting left in shadow, and to whose benefit.
