He’s insisting it’s a fight over the self-image of science itself: whether science earns authority by surviving ruthless attempts at refutation (Popper) or by functioning as a socially organized practice that only occasionally breaks into crisis and revolution (Kuhn). Calling it “not about a mere technical point” is Lakatos’s way of flagging stakes: the border patrol of reason, the legitimacy of expertise, the story modernity tells about progress.

The line also has a tactical edge. Lakatos is positioning himself as the sober mediator who sees that each side is simultaneously right and dangerously incomplete. Popper’s falsificationism, in practice, can’t explain how scientists sensibly stick with theories that look “refuted” on Tuesday but become indispensable by Friday. Kuhn’s paradigms capture that lived reality, yet can slide into an account where “truth” starts to sound like whatever a community can be persuaded to call truth. Lakatos’s intent is to keep the drama and ditch the fatalism.

Context matters: mid-20th-century philosophy of science was shadowboxed by real politics. In the Cold War, “rationality” wasn’t neutral; it was a credential claimed by liberal democracies, by technocrats, by planners, by everyone. Lakatos, a Hungarian exile with first-hand experience of ideological coercion, hears in this “clash” an argument about how to defend scientific reason without turning it into either naive hero worship or sociological relativism. His own “research programmes” framework is the implied third option: science as disciplined persistence, judged over time, not by single killer experiments or mere shifts in fashion.
