Badnarik’s line is less a public-safety observation than a thesis statement for a particular political morality: the individual is the primary unit of security, and the state is, at best, a late-arriving backup. Calling victims the “first lines of defence” does two things at once. The phrasing borrows the language of warfare and national borders. A “line of defence” implies an enemy, an invasion, a perimeter you’re obligated to hold. That’s a familiar move in libertarian politics: highlight the time lag and limits of law enforcement to argue for self-reliance, including (often implicitly) the right to carry weapons, harden one’s home, and distrust promises of state protection.

The subtext is contentious: it courts a kind of victim-responsibility without quite saying “it’s your fault.” Badnarik can claim he’s empowering people, not blaming them, but the sentence quietly disciplines the audience. If you’re victimized, the question becomes what you failed to do first, not what structures allowed harm to be easy or likely. Contextually, coming from a politician associated with small-government ideology, it reads as an argument against paternalistic policing narratives: the state can punish criminals, but it cannot substitute for vigilance, community habits, or personal capacity to resist. The rhetorical punch comes from its cold clarity - and from the discomfort it manufactures.
