The subtext is strategic: if Hamas won’t recognize prior commitments, then Israel can argue there is no unified Palestinian partner capable of delivering on peace terms. That has practical consequences. It justifies freezing negotiations, tightening security measures, and demanding preconditions (renunciation of violence, recognition of Israel, acceptance of past accords) before engagement.
