Pelosi has long operated inside a Democratic coalition that includes coastal cities, labor, and technocrats; this language also speaks to global partners and to swing voters wary of culture-war framing. In the context of rising wildfire seasons, extreme storms, and migration pressures, “security” is a way of saying: you can argue about cap-and-trade, but you can’t argue with the bill for rebuilding.

It’s persuasive because it reframes climate action as self-defense, not self-sacrifice.
