It’s also an implicit warning about self-deception: the mind that can parse propaganda at breakfast can still be petty, tribal, or cowardly by dinner.

The subtext is democratic and suspicious at once. Democratic because Orwell won’t grant the educated class permanent moral or psychological elevation; suspicious because he’s seen how quickly the pose of intelligence becomes a license. In his essays and novels, the danger isn’t ignorance alone but the educated person’s ability to rationalize, to build elegant arguments that disinfect ugly impulses. Saying “not all the time” punctures the fantasy of continuous enlightenment. It suggests intellect is episodic: a switch you flick on in some rooms and forget in others.

Context matters: Orwell writes as a man burned by ideology, class pretension, and the machinery of persuasion. Between imperial policing, the Spanish Civil War, and the propaganda ecosystems he anatomized, he learned that education doesn’t immunize anyone against conformity. The sentence works because it’s psychologically accurate and politically pointed: it narrows the gap between “them” and “us,” then reminds both groups that the real battleground is inside the same inconsistent human creature.
