The intent is pragmatic, almost clinical. If the public’s fear or resolve determines what policymakers can sustain, then influencing that emotional weather becomes as consequential as any operation overseas. The subtext is darker: democracies fight with one hand tied to legitimacy, and legitimacy is mediated. “In the minds” suggests that terrorism’s leverage is symbolic - spectacular violence engineered to produce outsized political reactions. That also implies the state’s counter-leverage is rhetorical: reassurance, threat inflation, carefully managed information, and the selling of sacrifice.
Context matters. Post-9/11 America saw a rapid expansion of surveillance, security theater, and open-ended war authorities, all justified through appeals to danger and unity.
