The jab isn’t aimed at rights as such; it’s aimed at a political culture that treats them as self-justifying commodities, detachable from any thick idea of responsibility, sacrifice, or moral formation. By saying the modern state "has" rights, he implies possession and bookkeeping: rights become administrative property, something the state dispenses, catalogs, litigates. Duties, by contrast, are harder to bureaucratize because they point beyond the self and beyond procedure.

The subtext is Catholic and anti-bourgeois, but not quaintly nostalgic. Bernanos is warning about a moral asymmetry that makes modern citizens excellent claimants and mediocre stewards. A rights-only vocabulary invites a consumer relationship to public life: I pay, I am owed. Duties require a shared story about what we owe to neighbors, to the weak, to the dead and unborn - a story liberal modernity often hesitates to tell, because it risks sounding coercive, moralizing, or metaphysical.

Context matters: writing in the shadow of mass politics, technocracy, and the authoritarian temptations of the 1930s and 40s, Bernanos saw how quickly states could weaponize abstraction. A regime can proclaim rights while evading concrete obligations; it can celebrate the citizen in theory while neglecting the person in practice. His line works because it flips the usual progressive boast. Modernity prides itself on expanding rights. Bernanos asks the embarrassing follow-up: and who, exactly, is responsible for anyone when the only recognized verbs are demand and enforce?
