Despotism’s real trick, Stanton suggests, is not making life obviously miserable but making it deceptively frictionless. A “complete” despotism is one that has so thoroughly disciplined public life that dissent stops appearing at all. Things “move on the surface” because the surface has been engineered: speech is pre-emptively narrowed, institutions become rituals, and citizens learn to self-censor before authority has to lift a finger. Order becomes the regime’s best propaganda. If everything looks calm, who would risk being the one to disturb it?

The line also carries a tactical warning to reformers. Smoothness is often read as competence, even benevolence, and the absence of visible conflict gets mistaken for consensus. Stanton flips that comforting assumption. A society without public argument may not be harmonious; it may be anesthetized. The cost of that polish is pushed underground into private fear, domestic coercion, or quiet dispossession, where it can’t easily be documented or organized against.

Context matters: Stanton spent her life battling a different kind of “despotism” than the cartoon tyrant - the legal and cultural regime that treated women as dependents, not full citizens. In the 19th century, respectability and “social order” were frequently invoked to keep women out of politics, out of property rights, out of the vote. Her sentence reads like a diagnosis of how patriarchy maintains itself: not only through explicit bans, but through a seamless everydayness that makes inequality feel like the natural flow of things. The subtext is bracing: if your world seems too smoothly run, ask who’s paying for that serenity.
