A democracy, Ulbricht suggests, isn’t proved by ballots so much as by tolerance for bad news. The line is engineered to sound like a civics-truth so obvious it can’t be controversial: of course people should be able to criticize “problems and mistakes.” Yet the phrasing does quiet ideological work. He doesn’t say the people have the right to criticize leaders, policy, or the system; they may criticize “problems” (impersonal) and “mistakes” (accidental), terms that politely shrink power into managerial error. It’s a permission slip written in erasable ink.

That’s the subtext: criticism is legitimate only when it stays inside the frame of the state’s legitimacy. In a Marxist-Leninist vocabulary, “mistakes” can be corrected without revisiting who holds authority; “problems” can be diagnosed without naming the doctor. The sentence performs openness while preemptively narrowing what openness means.

Context sharpens the irony. Ulbricht led East Germany, a state that called itself the “German Democratic Republic” while running an extensive security apparatus and treating dissent as sabotage. After crises like the 1953 uprising and later the construction of the Berlin Wall, the regime needed a language of responsiveness: the party listens, the people speak, the project improves. This quote reads like a controlled vent, a way to convert social pressure into sanctioned feedback rather than political challenge.

The intent, then, is both defensive and aspirational: to claim the moral prestige of democracy while redefining it as disciplined participation. It’s democracy as a maintenance protocol, not a transfer of power.
