It is a trained state of non-reactivity and ethical clarity. The rhetoric works because it shrinks a grand abstraction, "peace on earth", to the one territory any person can actually govern: the self. That move gives the quote its durability. It is morally demanding without being grandiose, and idealistic without pretending institutions alone can save us from the mind that built them.
