They’re political choices with bodies attached.

What makes the line work is its inversion of a familiar hierarchy. Instead of medicine serving as a limited tool inside a larger moral project, he makes competent medicine the proof of moral seriousness. Rights aren’t a poster on a clinic wall; they’re a supply chain, a treatment protocol, and the refusal to accept premature death as an administrative outcome.
