Leadership Quote by Gloria Macapagal Arroyo

"The power of one, if fearless and focused, is formidable, but the power of many working together is better"

About this Quote

Arroyo’s line reads like a civics poster, but it’s doing harder political work: it flatters the lone hero while quietly warning against the lone hero. By granting that “one” can be “formidable” if “fearless and focused,” she nods to the seductive myth of the decisive leader - the person who cuts through bureaucracy, ignores hecklers, gets things done. That’s a pitch any president wants available when asking the public to trust her judgment.

Then the sentence pivots. “But the power of many working together is better” is less inspirational than managerial. It reframes legitimacy as collaboration, consensus, coalition. The subtext: don’t demand a savior; accept a system. In a presidency, that’s also self-defense. When outcomes are messy - as they often are in Philippine politics, with its shifting alliances, entrenched elites, and street-level pressure - “working together” spreads both credit and blame. It’s a call for unity that doubles as a hedge against isolation.

Context matters because Arroyo governed under persistent questions about mandate and accountability, from electoral controversy to repeated legitimacy crises. In that environment, praising collective power can sound like statesmanship, but it also reads as a strategy for survival: keep institutions, allies, and the public tied to the project so the leader isn’t the only target.

The line’s intent isn’t to dethrone individual courage; it’s to domesticate it. Heroism is allowed, even admired, as long as it gets folded back into a cooperative order the administration can manage.
