He’s implying that these technologies will rewire values, not merely habits: what counts as truth when news is mass-produced; what counts as a self when labor is mechanized; what counts as community when movement and messages become cheap and fast. It’s contempt for complacency - for societies that congratulate themselves on innovation while refusing to ask what sort of human being their innovations are designed to manufacture.

Context matters: late-19th-century Europe is industrializing, nationalism is consolidating, and mass politics is swelling. Nietzsche distrusts the herd, and these networks look like herd-making machines. “No one has yet dared” lands as both accusation and dare: stop worshiping the means, and face the metaphysical bill coming due.
