Context does the heavy lifting. Adenauer, West Germany’s first chancellor, governed a country shattered by military loss, moral catastrophe, and occupation. In the early Cold War, sovereignty was limited, rearmament was controversial, and Germany’s survival depended on alignment with the United States and the Western bloc. Calling that arrangement a “rare case” advertises realism: history usually makes conquerors extract, humiliate, and destabilize. Here, the “conqueror” bankrolls reconstruction, guarantees security, and offers a route back into respectability through integration and institutions.
The subtext is political salesmanship with a moral edge.
