Nelson’s line reads like common sense, but it’s doing specific political work: it turns a sprawling, morally charged fight into a managerial problem with a clean solution. Terrorism, he argues, is defined by asymmetry - “surprise and stealth” - so the state must answer with its own asymmetry: information gathered faster than threats can materialize. The phrasing is almost clinical. There’s no talk of ideology, root causes, or geopolitics, because that terrain invites disagreement. “Accurate and timely intelligence” sounds neutral, technocratic, hard to oppose.

That’s the subtext: legitimacy. By framing intelligence as “the only way,” Nelson narrows the menu of acceptable responses and sidelines messier debates about diplomacy, policing, military force, or civil liberties. Intelligence becomes not one tool among many, but the indispensable prerequisite for all the others. It’s also an argument for budgets, authorities, and secrecy. If surprise is the enemy’s edge, then surveillance and preemption become the state’s moral alibi.

Context matters. Post-9/11 American politics repeatedly treated intelligence failures as the original sin, and intelligence expansion as the corrective: reorganizations, data-sharing, watchlists, new collection powers. Nelson’s sentence fits that era’s promise that better information can make risk governable. The tradeoff is implied, not stated: “timely” often means acting before certainty, and “accurate” is aspirational in a world of noisy signals and incentives to over-warn. The line’s strength is its simplicity; its danger is how easily simplicity becomes permission.
