Context matters. The phrase gained currency in the Cold War, when “non-aligned” countries were rhetorically corralled into a third bucket, often treated as a chessboard for superpowers. Arendt, writing after imperial collapse and amid new nationalisms, saw how language can pre-script policy: once a place is “Third World,” intervention reads as benevolence, debt as discipline, and instability as cultural fate rather than a political outcome.

It works because it’s an argument about naming as domination. She’s not offering a better term; she’s warning that the moment you accept the label, you’ve already accepted the worldview that needs it.
