The subtext is a quiet rebuke to two competing fantasies of his era: that benevolent bosses will provide stability, or that the state will reliably do it for them. Calling unions “the most direct social insurance” reframes the union contract as a worker-built welfare system: wage floors, safer shops, predictable hours, grievance procedures, strike funds, mutual aid. It’s “social insurance” without waiting for legislators, without trusting markets to self-correct, and without surrendering agency to philanthropic paternalism.
Context matters. Gompers led the American Federation of Labor at a moment when industrial accidents were routine, unemployment was a personal catastrophe, and public social insurance was thin to nonexistent. His AFL brand of “pure and simple” unionism also positioned itself against more radical, class-war rhetoric. This line does that work: it reassures skeptics that unions are not an abstract ideology but a defensive technology for ordinary people living one injury, layoff, or downturn away from ruin.
The brilliance is the inversion. Insurance is usually something you buy from a company. Gompers argues workers can manufacture it themselves, collectively, by turning solidarity into bargaining power.
